Representative James moved and asked unanimous consent that                                         
HB 162 be considered engrossed, advanced to third reading, and                                      
placed on final passage.  There being no objection, it was so ordered.

Representatives James, Fate, Kerttula, and Davies moved and asked                                   
unanimous consent that they be allowed to abstain from voting due to                                
a conflict of interest.  Objection was heard, and the members were
